Motspur Park Gas Holders

SGN and Berkeley Homes are partnering to bring forward proposals for the Motspur Park Gas holders site (West Barnes Lane, KT3 6NQ).

We believe there is an exciting opportunity to create a new place to deliver significant benefits for the wider community including new homes, ecological enhancements and improved connectivity.

SGN and Berkeley are delighted to invite you to our second public exhibition to discuss the redevelopment of the Motspur Park Gas Holders site.

The purpose of this second consultation is to provide you with an update on our emerging proposals. We requested feedback from you on our initial thoughts in December 2024 and have been working on refining our proposals with consideration of your comments provided previously. The aim of this consultation is to provide you with a little more detail on the scheme, the significant planning benefits and our timeline going forwards. We are still relatively early on in the process and therefore, we welcome your views to help inform our scheme as we move forwards to a planning submission later in the year.

Public Consultation

We held an in-person consultation event on Thursday 27 March, 5pm-8pm at Manor Park Hall, New Malden, KT3 6AU.

Our online consultation will be live between Thursday 27 March and Thursday 10 April on this website.

Environmental Impact Assessment

As part of the planning process, we will soon be submitting an Environmental Impact Assessment (EIA) Scoping Report to the Local Planning Authorities (both Kingston upon Thames London Borough Council and Merton London Borough Council) . This report helps to identify the key environmental factors that should be carefully considered. Once submitted, the Local Planning Authorities will provide an EIA Scoping Opinion, which will guide the detailed environmental assessments. These findings will then be presented in an Environmental Statement (ES) as part of the planning application.

What is an EIA Scoping Report?

Before carrying out an EIA, an applicant can submit an EIA Scoping Report to ask the Local Planning Authority for an EIA Scoping Opinion. This report outlines key information about the proposed development , including maximum parameters (Such as the largest possible building height or traffic numbers), identifies the potential environmental impacts that should be assessed in detail and the methods by which they will be assessed.

What is an EIA Scoping Opinion?

The EIA Scoping Opinion is the formal response from the Local Planning Authority and will consider responses received from consultees received during the five week determination period.  It will confirm which environmental aspects which should be assessed as part of the full EIA. This ensures the assessment focuses on the most relevant issues and provides clarity on what information needs to be included in the final ES.

Why is an EIA Needed?

An EIA a legal requirement that is intended to assist the Local Planning Authority with the decision making process. It is also a key step in responsible development. It ensures that potential environmental effects are thoroughly assessed and considered, helping to identify ways to reduce or manage any potential effects. This process ensures a balanced approach between development and environmental protection.

Understanding the Parameters in EIA Scoping

The EIA Scoping Report sets out maximum development parameters to estimate the potential extent of environmental effects. This includes things like maximum building heights and volumes, site layout, and traffic numbers.

It’s important to understand that the EIA Scoping Report does not propose final scheme details. The development parameters are broad estimates used to assess the widest possible impact of the project. The final design will continue to evolve inside these maximum parameters, with opportunities for adjustments and refinements based on ongoing studies and feedback throughout the planning process.

Due to the site’s historic industrial use, it has been impermeable, unloved and underutilised. Our goal is to turn this area into a place where both people and nature can thrive. Most of the site sits within the Royal Borough of Kingston. The northern access is within the London Borough of Merton which also lies to the east and the London Borough of Sutton borders the south.
